Army brings back ‘night court’ audit of programs, shifting more than $100M
The U.S. Army revived its night-court program reviews and identified more than $100 million in science-and-technology funding for possible realignment with modernization priorities. The review began during the summer by examining research spending against the direction of the new Portfolio Acquisition Executive offices, which oversee programs throughout their lifecycle. Leaders subsequently reviewed foreign military sales delivery and added sustainment, including potential cancellations and savings from bringing maintenance in-house. The process gives portfolio executives visibility across procurement, research, operations, maintenance and science-and-technology budgets, with the identified funding representing proposed reprioritization rather than a new acquisition contract.
