Europeans warn of rising Russian sabotage but see no imminent NATO attack

European officials say Russia is intensifying sabotage, cyberattacks, drone incursions and other covert activity across the continent to pressure governments and weaken support for Ukraine. Ministers meeting around the United Nations General Assembly described the campaign as a growing hybrid threat that tests infrastructure, public confidence and alliance cohesion. They nevertheless said Moscow currently does not appear capable of launching an imminent conventional attack on NATO territory. European governments are therefore emphasizing sanctions, action against Russia’s shadow fleet, stronger counterintelligence and infrastructure protection while maintaining deterrence and military support for Ukraine.
