Poland to spend $26 billion on civil defence, population protection plan, PM says
Poland approved a population-protection and civil-defense program allocating 102.4 billion zlotys, approximately $26 billion, over 2027-2031, Prime Minister Donald Tusk announced on October 6. The plan funds new and refurbished shelters, resilient medical infrastructure, emergency electricity, food and water supplies, warning systems, civilian training and education. Annual allocations start at 19.1 billion zlotys in 2027 and rise to 21.9 billion in 2031, with local governments receiving a substantial share. The program extends earlier 2025-2026 measures and provides multiyear financing for construction and emergency preparedness rather than a weapons procurement package.
