Bipartisan Push in Senate to Hasten Export of 155 mm, GMLRS, HIMARS for Ukraine
Bipartisan U.S. senators are promoting S. 5175, the Fast Tracking European Investment in Ukraine's Defense Act, to simplify allied purchases and subsequent transfers of ammunition to Ukraine. Introduced by Tim Kaine with Republican and Democratic cosponsors, the bill would preapprove eligible transfers of 155-millimeter shells, Excalibur rounds and HIMARS or GMLRS munitions from NATO members and designated partner countries. Ukraine would provide a written commitment against unauthorized retransfers and take custody before December 31, 2030, subject to possible extensions. The proposal retains congressional notification and was referred to the Senate Foreign Relations Committee.
